Add the newly created topic in OOM as Strimzi doesnt allow us to automatically create the kafka topics.

Topic names are defined as properties in the application yaml file ( src/main/resources/application.yml )

1. Agree messaging requirement with Stakeholders ( throughput , sending and receiving , size of message , retention time )  - Record in Wiki
2. Decide on the number of partitions , ACLs etc. ( efiacor  )  - Record in Wiki
3. Deploy CPS and test if the topics are created ( in the k8s env ) 

Notes:

1. Partitions and Replica Counts are handled at the cluster level so we can skip configuring them. ( Confirmed with Fiachra on this )

1. Performance testing of Notification volumes.
