Current behavior

I created a docker image from the following change:

It seems that NCMP application could not start up because of a nullpointer exception from SubscriptionModelLoader.getFileContentAsString 

Expected behavior:
NCMP app should be able to start up

Reproduction

Create a docker image and start it on an environment
