Currently no reregistration process for CMHandles

We need NCMP to compares the CMHandles which are being reregistered with the CMHandles which already exist.
What happens if there is conflict between the old and new properties of a CMHandle, just take the new properties?
New CMHandles could be registered

Open Questions:

What happens to properties, assume replace old with new

Existing registration flow or do we need a new one?

Reregistration should be all the CMHandles under that DMI in bulk?
