First documentation User Story

Create /docs folder with

• Index.rst (Index.rst will just contain a reference to offered apis)
• config.py
• offeredapis.rst

Copy generated open api yaml as a file to /docs/openapi (new folder)

in offeredapis.rst link to above file in /docs/openapi

as example look at https://github.com/onap/policy-parent

For testing and viewing locally:
