Spike

• Yaml already in place as the input is a common yaml component
• Use Cache/DB Lookup (if cache not available)  - No caching using DB
• Update org/onap/cps/ncmp/api/impl/NetworkCmProxyDataServicePropertyHandler.java to handle the update 

A/C:

1. a cm handle that dit NOT have a alternateId (blank or null) before can be assigned an AlternateId
   (verification through DB view only)
   1. cm handles that already had an alternateId wil not be affected (just a warning in the log when a DIFFERENT alternateId is provided)
2. Update OpenAPi description to explain limitation of AlternateId Update
