Description : The code needs to be removed from NCMP which is currently sending full anchor related data the downstreams.

Details

1. Remove NotificationService from the codebase. ( cps-service/src/main/java/org/onap/cps/notification )
2. Corresponding testware for the same.
3. Check if any CSIT for this feature
4. Configuration parameters from application.yml
5. OOM params for configuration and topic creation - ( find out if we still want to maintain in the NEW DELHI release )
6. Internal Pipeline params also needs a revisit
7. Documentation related to configuring params and explaining the removed stuff from the RTD.
8. clean up cps-events module. remove 'test' leave folder strutcure for schemas but NO file (add dummy file if needed)
