CPS NCMP: Add state tags to cps.ncmp.lcm.events.publish metrics

      Description
      Currently in LcmEventsService publishLcmEvent there is a custom metric defined cps.ncmp.lcm.events.publish which counts the lcm events and measures its sending times.
      Howwever this metric contains all the lcm events.
      For debugging it would be useful to have the old and new states as a tag in the metric, so that way every possible state transitions could have separate metrics.
      This can be done using extraTags in the Timed metrics.
      That way we would be able to filter on LCM events where the state went for example to READY or DELETING and we would be able to visualize the ready and deleted cmhandle events on a timed graph in grafana to be able to use the metrics for debugging and performance measurements.
