Review Hazelcast configuration

      Logs indicate the following and should be investigated:

      • Hazelcast CP subsystem is not enabled
      • Hazelcast Jet engine is not enabled
      • Investigate if 3 backups are necessary when only 2 NCMP instances are used in production deployments

      CPS-2146 mentions chaotic behaviour in module sync, where 2 instances of NCMP each say another instance is processing a CM handle, when the CM-handle is already registered. This would indicate that Hazelcast is losing consistency in Out Of Memory situations.
