Create relevant methods  in REST API, following same naming conventions as CPS-REST.

Although these endpoint are in separate controller in cps-Core they can be in the same single controller in NF-Proxy (for now)

method will delegate to the equivalent method on CPS with a hardcoded dataspaceName: "NFP-Operational".

Instead of the generic term for 'Anchor' NF-Proxy should use the Term CmHandle on its external facing interfaces

The implementation will be done 'nf-Proxy-service' 

CPS Java API will be used to forward calls to

• Uri format, documentation (use impl. proposal)
• Response and error handling all mirrors CPS
