We need to decouple NF Proxy REST Service from NF Proxy Service before NF Proxy Service implementation starts.

NF Proxy REST is already present, introduce NF Proxy module where NF Proxy Service implementation will reside

Names of modules after split:

1. cps-nf-proxy-rest
2. cps-nf-proxy-service
   1. depends on/uses cps-service
