The objective of this story is to implement new OOM chart for NCMP DMI Plugin service.

NCMP DMI Plugin chart will be a in a sub directory of main cps chart.
Ideally, CPS Core chart should be at the same level as all other CPS components are at the same level in the folder hierarchy

AC:

• NCMP DMI Plugin charts are implemented in oom repo
• NCMP DMI Plugin can be deployed using its chart.
• OOM gating process is successful for NCMP DMI Plugin deployment.
