Build point next release for Istanbul for all CPS projects

      Repos should point to the images that are being released 

      This task should be done soon after Code freeze milestone planned for 2nd Sept 2021

      follow steps outlined in https://wiki.onap.org/display/DW/CPS+Release+Process

      Create images for

      1. CPS Core (incl. NCMP)
      2. CPS Temporal
      3. ONAP DMI Plugin
