Steps to reproduce:

1. Register a cmhandle named cmhandle1 in DMI registry 
2. Register another cmhandle named cmhandle2 in DMI registry (The anchor for both is DMI registry)
3. Go to the CPS Temporal DB and check the entries cmhandle1 and cmhandle2 should both exist but only cmhandle1 exists
