Error handling is required during the sync request of cmhandle in ncmp. 

sync request is done in 3 steps

1. register cmhandle to cps-core and put entry into fragment table.
2. fetch module ref from dmi plugin
3. fetch unknown module schema from dmi plugin

Return appropriate error response if

1. cmhandle already found in cps-core
2. fetch module ref request failed due to various reason(dmi-plugin not reachable)
3. fetch module schema request failed due to various reason(dmi-plugin not reachable)
