CPS deployment is failing if Service Monitor resource is not available in Kubernetes environment:

Error: unable to build kubernetes objects from release manifest: unable to recognize "": no matches for kind "ServiceMonitor" in version "monitoring.coreos.com/v1"

To be able to deploy CPS with default values in environments where Prometheus ServiceMonitor is not available, prometheus helm chart value should be set to false by default.

This applies to all CPS components: core, temporal and ncmp-dmi-plugin
