Fix bug in preloading templates to CPS-TBDMT container

Currently , the templates are not being preloaded/created due to some parameter mismatches and bugs in the preload-templates directory in the CPS-TBDMT repo. This Jira includes the fix for preloading templates automatically , when  the containers are brought up with the following the command :  FILENAME=$Filename docker-compose up -d

Here, $Filename is the file which has the templates loaded before-hand, similar to the samplepreload.json file in the preload-templates directory.
