Using a local cache does not support horizontal scaling if the stored data can become invalid. 

1. We can choose to either store the data which never gets updated. For example, Get Schema-set and module name from DB but the data related to Yang-resource can be in the cache.
2. Or, use a distributed cache but then we lose the efficiency of the local cache and may need to manage the distributed transaction in the case of schema-set.
