As the bulk PM data distributor I want to be notified that the PM data has been consumed from the DMaap DR so that I do not have to redistribute it.

Acceptance criteria:

• Send dataConsumed indicator to DR when requested by other application components
• If sending fails, set the mapper capacity to minimum and retry n times
• If retries fail, log error and restart retries
• If retries succeed, reset capacity to normal level
• Log appropriately
