Dashboard deployment via helm

      For Dublin, DCAE is adding new platform component - Dashboard which will allow users to upload/deploy/monitor the applications via UI. Dashboard will interface with DCAE DH, Inventory, Cloudify using api's provided.

       

      Current approach is Dashboard will be deployed via cloudify blueprint. This can be switched to helm to be consistent with other platform components.
