(a) Currently, PM data from only the current observation interval is considered before triggering actions (e.g., blacklist a neighbor for Handover). This should be modified to consider PM data over a set of ‘n’ consecutive observation intervals before triggering actions.

(b) With the current logic, joint PCI-ANR optimization will never get triggered, this has to be modified to trigger PCI-ANR joint optimization whenever OOF is triggered > ‘n’ times within a certain time interval.

(c) The list of ‘removable’ neighbors sent to OOF contain only neighbors associated with the cells causing a collision/confusion. This should contain the list of ALL ‘removable’ neighbors, i.e., not just the ones causing collision/confusion.
