DFC will use the related function to fetch configuration from Consul

• get-configuration created by CbsRequests.getConfiguration method - returns the service configuration
• get-by-key created by CbsRequests.getByKey method - returns componentName:key entry from Consul

After discussing with the community, 

We need to use CbsRequests.getAll to fetch the "merged" configuration from Consul. 

To achieve that, we need to change the blueprint to align with dynamic change and add "<< >>" to replace the default configuration and to get the "merged" configuration.
