The tca-cdap container relies on an image supplied by Cask in the public Docker hub.  (caskdata/cdap-standalone:4.1.2).  This image can no longer be pulled reliably from the Docker hub.  The hub tags page shows the image but lists its size as 0 bytes.  (See https://hub.docker.com/r/caskdata/cdap-standalone/tags.)

We can continue using the last released version of tca-cdap (1.2.2), but if we need to make any changes, we will need to find an alternative source for the caskdata image.

Since tca-cdap-container is part of the deployments repository that hosts a number of other containers, the deployments master-merge-java fails because of the  failed docker pull for tca-cdap-container.
