With global templates for python and docker builds, need to standardize build/jjb setup for legacy components.  Some older python components use java templates and invoke mvn-phase script for build and docker generation; these would be candidate to standardize.

Also lack of consistency for docker generation is an issue (some are under docker job, some are release job), docker plugin used by components are different (some use docker plugin, others use dockerfile); platform components (and other python modules) use maven-execute plugin and custom script (which cannot be built in window).
