For Guilin, SECCOM is directing to move python 3.8.  This Jira is for tracking DCAE components upgrade.

**As Cloudify does not have support for 3.x yet (targetted July2020), corresponding plugins must retain backward compatibility for 2.7. Set up our plugin tox tests so that they are executed with both Python 2.7 AND Python 3.x.
