Remove GPLv3 license from org.onap.dcaegen2.platform.inventory-api

      Per SECCOM guideline GPLv3 license dependencies must be removed from ONAP components. 

      Based on report identified from integration DCAEGEN2-2455, dcae-inventory is flagged for GPLv3
