Goal:

Provide ves-openapi-manager functionality to warn operators, if an xNF declares to use a schema, which has not been present in DCAE run-time environment.

This includes:
1. ves-openapi-manager to be developed as part of DCAE platform
2. DCAE platform Helm chart to be extended with ves-openapi-manager (component)
3. externalRepo configMap to be created part of DCAE Helm chart deployment (synced with VES collector openAPI descriptions)
4. ves-openapi-manager tested E2E (DCAE, SDC, CSIT)
