The Docker build for the bootstrap image is failing (see, for example, https://jenkins.onap.org/view/dcaegen2/job/dcaegen2-platform-blueprints-master-merge-java/342/).  This is apparently because of a change in the dependencies for the Cloudify command line Python package.  It now requires a Rust compiler.  The bootstrap Dockerfile needs to be changed to include installation of this compiler.
