PM-mapper accepts files which are already processing.

PM-mapper after finished files processing send request to producer with confirmation that file was processed. If this confirmation will be send to late, producer can send  file again (DMaaP). Pm-mapper accepts this file and start processing again (but should skip it). 

Expected behavior - PM-mapper should skip files which are already processing
