DCAE helm transformation in Honolulu (REQ-479), requrired all bootstrap component deployment to switch to helm.  Holmes was one among DCAE bootstrapped component and hencee required to be migrated to helm for Honolulu release (HOLMES-380) 

As Helm charts for holmes (https://gerrit.onap.org/r/c/oom/+/117395) has been merged into OOM,  default deployment of holmes under bootstrap must be disabled.

Like other DCAE service blueprints, holmes blueprints will be loaded into inventory during bootstrap for H release (this is to keep backward compatibility through Cloudify deployment if required; this feature be removed for Istanbul release).
