New CBS library supports config retrieval from local Configmap/secrets (in order to remove Consul & DCAE platform dependency); need PMSH MS to switch to latest version (2.2.0 - https://pypi.org/project/onap_dcae_cbs_docker_client/) for Istanbul.

The new version is backward compatible hence if the container is deployed via cloudify work-flow, then it will default to CBS api to retireve configuration from consul
