V3 spec updates required for helm deployment

      Issues found during E2E helm test

      1) ClusterIP setting coming as Cluster

       service: service:
   ports:
   - name: http
     port: 9091
   type: Cluster
   name: dcae-tcagen2

      As helm-gen treats Service as object from spec - schema change required (currently type is enum)

       

      2) As Policy-Id is key for policy-sidecar deployment, this parameters must be identified as "required" (currently set to optional in v3 spec)
