PMSH doesn't fetch the configuration updates via Consul server UI

      The updated subscription details from Consul server is not being consumed by PMSH in Istanbul version.

      Steps to reproduce:

      Deploy Istanbul PMSH via helm chart.

      PMSH has the default subscription config present in the config map.

      Update the subscription via Consul server UI.

      The updated config is not consumed by PMSH.
