Deprecate BBS-EventProcessor component

      BBS-Eventprocessor microservice was introduced in DCAE for R3/R4 in support of BroadbandService usecase for ONAP,  however the usercase is not actively supported in ONAP for last couple release.

      With Jakarta release, BBS-Ep will be deprecated.
