DCAE must complete update of the Python language (from 2.x -> 3.x)** and remove all unused versions of Python from the following repos/images.

• dcae-cloudify-manager
• If there is a technical reason for continued use of Python 2, the project must file an exception by updating the versions_xfail.txt file with the repo name and reason for exception in a comment.
