The use case pm-mapper/tools/development/README.md does not work on the master branch.

Nothing is received in the mr_router logs (command docker logs -f mr-simulator).

We have noticed that the use case works if consul and cbs  is re-introduced in the docker_compose and the setup-local.sh script. So probably this was broken by one of the commit that removed consul and cbs.
