      DCAE SDK alignment for SliceAnalysis MS & enhanching AAI interface for supporting IBN CL 

      1. Replace native dmaap-client with DCAE SDK dmaap client in dcaegen2-services/slice-analysis-ms. @zhaoyh6@asiainfo.com
      2. Enhance AAI interface to support IBN closed-loop usecase in Kohn release. (for slicing usecase owned by ahilap ) wdongnewin 
      3. Enhance BandwidthEvaluator to listen on user's bandwidth threshold and adjust bandwidth accordingly. In particular, the bandwidth increase/decrease should strictly respect upper-bound/lower-bound specified by the user. dzhang2020huawei 
      4. Enhance BandwidthEvaluator to support both bandwidth increasing and decreasing adjustment mirandatsing 
      5. Reuse SON-Handler and Policy-sync to support run-time service configuration. The run-time service configuration is an important part for Intent service assurance. mirandatsing
