Reason that cause the problem:

After lib changes to dmaap client, the way dmaap from the msg changes. In the msg, there are extra characters, which cause policy drool can not analyze the msg correctly. So drool can't sent out msg to SO, which will cause failure in adjust bandwidth request in SliceMS.
