OGR wrapper ennhancement to supply arguments to OGR scripts.

This will be used for

• Remove the temporary hack in place in OGR to handle different branches
  • (Related to Added a new "-G" option that pulls all of the appropriate parameters from the environment, GERRIT_PROJECT, GERRIT_BRANCH, GERRIT_REFSPEC and GERRIT_URL, and constructs the git pull internally. This would allow it to be used with any GERRIT instance and not just ONAP)
• Allow it to be set up as non-blocking OR blocking, on a per-repo basis
• Make it possible for other projects to more easily incorporate the wrapper into THEIR pipelines
