“configAttributes” in policy_filter being a stringified json, rather than the map due to SDC UI limitations

To parse the configAttributes string into json, we do need to change the following in onap

1. dcaepolicyplugin from version 2.0.0 to 2.1.0 that retrieves the policies based on the policy_filter
2. onap-dace-dcaepolicy-lib from version 2.2.0 to 2.3.0 that is used by dockerplugin to gather the data from dcae.nodes.policies nodes that includes the policy_filter. 
3. dockerplugin from version 3.0.0 to 3.1.0 will need to
   • point to the latest version 2.3.0 of the onap-dcae-dacepolicy-lib.  The changes are in the requiremenets.txt + pointing to onap pypi. 
   • onap team no longer putting the onap-dace-dcaepolicy-lib into public pypi – instead it now resides in onap nexus pypi that is a pending items for both the dockerplugin and the onap build automation to generate the proper requirements.txt.
