TCA app seed code to be optimized to be supported on new platform and deliver to ONAP

The original seedcode delivered for R0 is not supported on new DCAE platform which requires CDAP4.1 upgrade. Following updates required part of seed code preparation userstory

• Upgrade TCA to support on new CDAP4.x platform (pre-requisite for new DCAE controller)
• Onboarding TCA to new DCAE platform (define new component spec and tosca models)
• VES 5.x upgrade (support different VES version)
• Enhance TCA app to support R1 vCPE usecases (requires new configuration model)
• 
  Inaddition address below pre-requisite for pushing seedcode to ONAP
• Perform License checks and scans ( grep/fossology/blackduck etc)
• Ensure Versioning and Group Id/repo naming structure compliance (openecomp->onap)
• Remove hardcoded configuration/credentials
• security (Fortify scan)
• Documentation
• Unit testing and SONAR coverage
• Work with integration team to syncup on robot updates and JJB definition
