2-NIC deployment of DCAE VMs fail

      Using the "nofloat" Heat-file with the 2-NIC DCAE deployment should create each DCAE VM with a predefined fixed IP on a private network and a random public IP on the public network (defined in the public_net_id parameter).

      The private IP is created, but the 2nd IP is not created in the public net (instead also in the private net)

      Therefor only zldcbm01njcoll00 is created and fails, as no external net access exists.
