[MR] SDNC ueb-listener is in CrashLoopBackOff state after ONAP deployment

    Description

      After ONAP deployment,

      root@release-rancher:~# kubectl -n onap get pod |grep Crash
dev-sdnc-sdnc-ueb-listener-859d9d8b64-mh29g 0/1 CrashLoopBackOff 15 1h

      The JIRA is moved to SDC because SDC DMaaP status is None in healthcheck and it prevents model distribution
