When I  send event to topic which is not yet created event is lost. Sometimes even multiple ones.

Example scenario:

• Send event via VES collector which should be available at topic /events/unauthenticated.SEC_3GPP_FAULTSUPERVISION_OUTPUT/CG1/C1
• wait 30sec
• check topic content - result is empty list
• send event once again
• check topic 10 times every 1sec - result is still empty list

When I run scenario once again topic is finally created an messages are published, Hovewer there is big time gap until topic is available and requests are forwarded. Additionally few first events are lost
