[MR] Migrate code from msgrtr repo to messageservice repo

      msgrtr code base can be moved to the messageservioce repo.

      And for message router we want to migrate

      Mark msgrtr repo as read only.

      Update description of messageservice repo to reflect the change.

      Update JJBs to build the images/artifacts.
