A healthy DMaaP Message Router than can send and recieve events after some amount time no longer responds to writes. Topics can be listed but the POST to an event fails with this message. This affects model distribution from SDC to SO/AAI and closed loop control.

The repair is to stop the dockers and start them in the sequence zookeeper, kafka, dmaap (with a wait between kafka and dmaap)
