Currently ONAP components that use data router feeds to transfer data set up the feeds, publishers, and subscribers using an initContainer  (https://git.onap.org/dmaap/buscontroller/tree/dbc-client)  that uses the  dmaap bus controller (DBC) provisioning interface.   The DBC is being deprecated.

To continue supporting ONAP components that use data router feeds (currently there are only two DCAE components that are doing so), we need to provide an alternative provisioning mechanism.   The most straightforward approach is to provide an initContainer that uses the data router's native provisioning API instead of making provisioning requests through the DBC.
