      Description:

      APPC is not able to publish messages to DMaaP utilizing the MRClient. APPC can consume messages just not publish when not using authorization.

      MRSimplerBatchPublisher does not allow for NOAUTH.  The method impacted is sendBatch which unlike it's peer in the consumer does not have an HTTP No AUTH.  The only options in publish are DMe2, AAF and AUTH_KEYS.
