[BC] DMaaP-BusController creation of predefined topics creation

      On start-up, the PRH component needs to create a topic (PNF_READY), using DMaaP-BusController.
      PRH shall be eligible to publish the events on that new DMaaP topic, other applications shall be able to subscribe to this topic
