[BC] Enhance topics object to accept partition attribute

      message ordering is very related to the number of partitions that are provisioned.  Strict message ordering requires a partition of 1.   

      Topics can use higher partition values with additional message key values, and still get some ordering (within partition), so let the app specify the exact value.

      Default value should remain as 2 for backwards compatibility.
