Tox is designed for users and to ease validating a change before pushing it.

Here tox.ini forces users to get all submodules by themselves before building docs.

Instead tox.ini could simply list "git submodule update --init" as command.

I precise that it works via jobs simply because the doc repository is recursively cloned.
